He immediately ran to the scene of the accident and found that the driver was lying on the ground with two bundles of waste paper. He immediately called 120 for help and called. After the accident, the site survey found that the height of the waste paper bundle was 4.3m, which did not comply with the "Regulations on the Implementation of the Road Traffic Safety Law of the People's Republic of China" (No. 405 of the State Council of the People's Republic of China). Article 54 "Motor Vehicles shall not be allowed. Exceeding the approved loading quality on the motor vehicle driving license, the loading length and width shall not exceed the carriage, and the following provisions shall be observed: (1) Heavy-duty, medium-duty trucks, semi-trailer vehicles, and the height shall not exceed 4 meters from the ground and shall be carried. The truck driver Xing Dunan, because his vehicle is anchored in the Qingshan Automobile Transportation Team of Qixian County, Huangshan City, used the spare time to contact the private transportation business through WeChat. There was irregular behavior in the process of transporting goods, and arrived at the door of Dongguan Humen Zhanchang Paper Processing Factory.
