A woman who claimed to be the head of the garden introduced that the fee charged to the parents was collected for the class and used to purchase toys, washing machines, repairing classrooms, etc., but not to pay parents. The woman also said that because the kindergarten only recruits children for the road system, if the parents are not willing to pay the money, they can receive a return fee.

On the afternoon of April 5, Yang Yuanchang, director of the Highway Administration Kindergarten, said in an interview that since the kindergarten is the only kindergarten in Yinchuan that does not have government subsidies, the kindergarten operates on the management fee of 1.8 million yuan allocated by the Autonomous Region Communications Department. The company has strictly implemented more than 300 yuan per student as stipulated by the Price Bureau. Due to the rapid increase in prices and staff salaries, kindergartens spend a lot on public projects. This year, three industrial kindergartens in the vicinity were closed, and nearly 800 preschool children were required to enter the park. From the perspective of social responsibility, kindergartens had to recruit children from these off-highway systems, but they would have to pay more for one child.
