Chapter 1 General Provisions
Article 1 These Measures are formulated for the implementation of the Ten Years Development Plan for Education Informatization, ensuring the smooth implementation of education informatization projects, achieving scientific, standardized, and efficient management and promoting the sustained, healthy, and coordinated development of education informatization.

Article 4 The present Measures are applicable to the application of the National Education Informatization Construction Project of the Central Budgetary Project, and support the informatization work of the Ministry of Education’s Internal Affairs Bureau and affiliated units. The fund management measures shall be formulated separately.
Chapter II Organization Management
Article 5 The Science and Technology Department of the Ministry of Education is the organization and implementation unit of informatization projects. Its main responsibilities are: overall planning, coordination and promotion of informatization projects, formulation of related management methods, proposal of annual key support scope of the project, and organization of comprehensive evaluation of project requirements to form annual projects. Supporting proposals; organizing the project plan task statement; urging the implementation of project tasks and budget execution; reviewing project execution reports, carrying out project performance evaluations;
The Department of Finance and the Department of Science and Technology are the responsible units for project fund management. They are responsible for overall planning of fund budgeting, fund appropriation, final accounts auditing, and performance evaluation of project funds, and jointly decide other major issues concerning project fund management.
Article 6 The internal departments and affiliates within the Ministry are the application and execution units of the informatization project and are responsible for the application and execution of the project tasks and funds. The main responsibilities are: to propose project requirements according to the annual key support scope of the project, and to support the proposal according to the annual project. Prepare the project plan task book; Organize the project implementation according to the signed project plan task book, complete the scheduled performance goal; Responsible for the project budget funds management, accounting, asset management, etc.; submit the project annual implementation plan, annual implementation report, conclusion acceptance report, etc. Relevant information; accept project supervision and inspection, audit and performance evaluation.
Chapter III Project Establishment Article 7 Informatization projects shall be organized and managed according to the scope of the project supported by the project. Each supporting area may consist of several projects. The implementation period of the project shall not exceed the budget review period of the Ministry of Finance in principle.
Article 8 In March of each year, after the Department of Science and Technology studies and proposes the scope of support for the next year's informatization project and submits it to the leaders of the division management department for approval, it will issue a notice of project needs to the relevant departments and subordinate units within the department. Relevant departments and subordinate units in the ministry propose proposals for project needs for the next year according to the scope of support, and report them to the Science and Technology Department before the end of April. The Science and Technology Department’s organizational education informatization expert group conducted a comprehensive review of project demand proposals to form a project support proposal for the next year, which was reported to the party group before the end of May for validation.
Article 9 Before mid-June each year, the relevant departments and affiliates within the ministry propose new projects to undertake applications and submit project plan missions to the Science and Technology Department according to the project support proposals approved by the ministry for the next year. The project planning task book will serve as the main basis for project implementation and final acceptance.
Article 10 Before mid-July each year, the Science and Technology Department organizes experts to demonstrate the project plan of the new project, and comprehensively extend the project to form the next year's informatization project and budget arrangement plan. After being approved by the leadership of the department in charge, it will be reported to the financial department. Secretary, and at the same time, feedback relevant departments and affiliates in the department.
Article 11 The Finance Department shall, in accordance with the financial budget management requirements, form an annual budget proposal for the informationization project and submit it to the Ministry of Finance. The Ministry of Finance shall notify the Science and Technology Department in writing of the results of the approval. After receiving the letter from the Finance Department, the Department of Science and Technology issued a notification of project approval within 10 working days and signed a project plan mission with the project implementation unit.
Chapter IV Project Implementation
Article 12 Before the end of March each year, the project execution unit shall prepare the project implementation plan for the current year in accordance with the project plan task book, submit it to the Department of Science and Technology after reporting to the leadership of the management department. For the continuation project, the project's previous year's executive report should be prepared and sent to the Science and Technology Department.
Article 13 Prior to the end of April each year, the Science and Technology Department shall propose an annual budget appropriation plan for the information project according to the annual implementation plan submitted by the project implementation unit, submit it to the Finance Department for approval by the report management department leader, and pay the project execution unit according to the appropriation plan by the Finance Department. Corresponding funds.
Article 14 Informatization projects shall strictly comply with the "People's Republic of China Government Procurement Law" and use government fiscal funds to implement government procurement.
Article 15 When the project execution unit terminates a project for any reason, it shall promptly summarize the implementation of the project, clean up the accounts and assets, prepare the capital account and asset list, form a project termination report, explain the reasons for the termination, report to the leadership of the management department, and report to the science and technology. Chapter V Acceptance Check
Article XVI of the implementation of the project or termination of implementation shall be subject to acceptance. For projects that need to be deferred due to objective reasons, the project execution unit should submit an application for deferment of the final deadline to the Science and Technology Department within the project deadline. The extension period cannot exceed one year.
Article 17 The conclusion of project acceptance consists of two stages: self-inspection and organizational acceptance. Self-inspection is self-organized by the project execution unit and completed within 60 days after the completion date of the project's regulations. The organizational acceptance is organized by the Department of Science and Technology, and the project execution unit submits the project acceptance application to the Science and Technology Department within 15 days after the completion of the acceptance inspection. At the same time, it submits the project acceptance report, third-party financial audit report, self-inspection expert opinion and other materials. After the acceptance of the organization is completed, the Science and Technology Department shall give feedback on project acceptance to the project implementation unit.
Article 18 The project implements a performance evaluation system. The performance evaluation is based on the project plan task book and the annual implementation plan, and actively introduces third-party agencies to evaluate and evaluate the project implementation, fund management, and achievements. The assessment results will serve as an important reference for the adjustment of project qualifications and budgetary arrangements in the future.
Chapter VI Supplementary Provisions
